Warsaw helps its residents pay their bills

Higher electricity and heating bills have affected numerous residents of Warsaw, which is why the City of Warsaw has prepared a municipal form of support for residents of the capital in the form of additional funds to cover housing costs. The City will also be accepting applications for government shielding allowance.

Warsaw shielding system 

Starting from 1 January, city support in the form of a special purpose allowance to cover current maintenance costs of a dwelling or building will be provided. Additional funds will be available to single-person households, whose monthly income does not exceed PLN 1,940 net and who reside permanently in Warsaw. 

The special purpose allowance can be applied for at the district social assistance centre. The support is granted for at least two months or longer, and its amount is determined individually, depending on the applicant's current living situation. The minimum amount of support is 50% of the monthly costs of the municipal waste management fee. 

Shelter assistance in 2020 was provided to 5,574 single persons, representing 18.5% of single persons helped by social assistance centres, and in 2021 such support was provided to 678 large families. 

Governmental allowance 

The government shielding allowance is a new benefit that will partially cover the costs of electricity or gas. It is granted to single-person households, in which the amount of the average monthly income does not exceed PLN 2,100 net and to a person in a joint household, in which the amount of the average monthly income per person does not exceed the amount of PLN 1,500 net. 

In order to determine the amount of the average monthly income, the provisions of the Act on Family Allowances shall be applied. In the event that the amount of the average monthly income per person exceeds the amount of PLN 2,100 net in a single-person household or PLN 1,500 net in a multi-person household, the shielding allowance is granted in the amount of the difference between the amount of the allowance and the amount by which the average monthly income per person has been exceeded. 

The shielding allowance amounts annually to PLN 400 for a single-person household, PLN 600 for a household of two to three persons, PLN 850 for a household of four to five persons, PLN 1,150 for a household of at least six persons. 

Where the main source of heating for the household is a solid fuel boiler, fireplace, belly-stove, air heater, kitchen unit, heating and cooking stove, coal stove or solid fuel tiled stove, fuelled with coal or coal-based fuels and entered in the Central Register of Building Emissions referred to in Article 27a(1) of the Act of 21 November 2008 on Support for Thermal Retrofit and Renovation and the Central Register of Building Emissions, the shielding allowance amounts annually to PLN 500 for a single-person household, PLN 750 for a household of two to three persons, PLN 1,062.50 for a household of four to five persons, PLN 1,437.50 for a household of at least six persons. If the amount of the established shielding allowance is lower than PLN 20.00, the allowance is not applicable.
