The document created in Warsaw will be then presented during the 59th Session of the Commission on Narcotic Drugs (CND), United Nations Office on Drugs and Crime (UNODC), which will begin on 14 March this year in Vienna and then during an UN Special Session devoted to drug policy in April in the head office of the UN in New York (UNGASS2016).

The organizers of the event, lasting to 19 February, is the Polish Network of Drug Policy, City of Warsaw and National Office on Counteracting Drug Addiction.
The first edition of the International Conference about Municipal Drug Policies was held in Prague in 2010. Signatories of the Prague Declaration created during the meeting emphasized that the greatest direct impact on the situation associated with drugs are local government and municipal drug strategies. In times of global economy the meaning of local governments in dealing with the negative effect of psychoactive substances and related occurrence of negative social phenomena is more important than ever.
