The paid parking area residential membership will be only for people who pay their PIT taxes in Warsaw.
On Thursday, 9 December, the Warsaw City Council changed the rules of issuing residential subscriptions based on zones and areas . Now only people who paid their PIT taxes (for the previous year) in Warsaw will be entitled to subscriptions for the unguarded Paid Parking Area (SPPN). The goal is to encourage people to pay taxes in the capital city.
In the transitional period – till 30 April 2022 –the document confirming the payment of PIT taxes in Warsaw will be ZAP-3 form submitted in 2021 or 2022 in which Warsaw was identified as the place of residence and of filing the tax return.
Every issued membership will remain valid. After they lapse, their owners will be obligated to prove the payment of the PIT in Warsaw while applying for the membership extension. The primary condition for getting the membership is the registered residence in the Unguarded Paid Parking Zone. That way only the residents of the area will get the membership.
The validation period for the “N+” card was extended to 5 years to match the validation period of the parking card for the disabled, which is the basis for getting the “N+” card (now in a form of a sticker with RFID code placed on the parking card enabling the identification of the card via an electronic verification system).
Only people who paid the PIT taxes in Warsaw for the previous year will be entitled to the “N+” card. Applicants are not required to have a driver’s license.
As far as other changes are concerned, a permanent option was introduced to get a subscription online, and registered residence certificate is no longer required from the applicant. (ZDM will check the residency in the register).
The resolution will enter into force on 1 February 2022.
